Public Notice Regarding Section 106 Review of Proposed Demolition of YWCA Building at 601 S. Jefferson Davis Parkway, New Orleans and Construction of a New Facility The high winds and heavy rains of Hurricanes Katrina and Rita and the subsequent widespread flooding damaged many buildings in Orleans Parish. In the aftermath of the hurricanes, the Federal Emergency Management Agency (FEMA) is issuing this public notice as a part of its responsibilities under 36 CFR Part 800, the regulations implementing Section 106 of the National Historic Preservation Act of 1966, as amended. This notice applies to activities carried out by the Public Assistance (PA) program implemented under the authority of the Robert T. Stafford Relief and Emergency Assistance Act, 42 U.S.C. §§ 5152-5206. The YWCA of Greater New Orleans is requesting that FEMA provide funds for the demolition and replacement of YWCA facilities located in New Orleans. This project will consolidate the functions provided by the YWCA prior to the hurricanes at the Day Care Building, 601 S. Jefferson Davis Parkway; the Classroom Building at 3433R Tulane Avenue; and a facility at 2132-34 Andry Street into a new facility that will be constructed on the site at 601 S. Jefferson Davis Parkway. View Map of Location (pdf - 119 KB)  |  View Site Photographs (pdf - 835 KB) The regulations at 36 CFR Part 800 require FEMA to identify if properties that may be affected by the proposed demolition and replacement of the YWCA facilities are listed or eligible for listing in the National Register of Historic Places and to assess the effect that the proposed demolition and replacement may have on historic properties. FEMA has determined that the Day Care Building, 601 S. Jefferson Davis Parkway, is listed in the National Register of Historic Places as a contributing structure to the Mid-City National Register Historic District. This building was designed by Diboll, Kessels and Associates in 1941 as a garage for the American Beverage Company, and was later modified to serve as the YWCA's day care facility. FEMA, in consultation with Louisiana State Historic Preservation Officer, has determined that the buildings located at 2132-34 Andry Street and 3433R Tulane Avenue are not eligible for listing in the National Register. The building at 2132-34 Andry Street was demolished in 2007. FEMA has initiated consultation to identify historic properties and seek ways to avoid, minimize, or mitigate adverse effects to historic properties that may result from the demolition the YWCA Day Care building at 601 S. Jefferson Davis Parkway and construction of a consolidated YWCA facility on this site located in the Mid-City National Register Historic District. Any member of the public is encouraged to provide views on how the project may affect historic properties and ways that these effects may be avoided, minimized, or mitigated.
