Public Notice Regarding Section 106 Review of Proposed Repair and Partial Demolition of the Corral Maintenance Facility, 1 Golf Drive, City Park, New Orleans, LA – Seeking Public Comment The high winds and heavy rains of Hurricanes Katrina and Rita and the subsequent widespread flooding damaged many buildings in Orleans Parish. In the aftermath of the hurricanes, the Federal Emergency Management Agency (FEMA) is issuing this public notice as a part of its responsibilities under 36 CFR Part 800, the regulations implementing Section 106 of the National Historic Preservation Act of 1966, as amended. This notice applies to activities carried out by the Public Assistance (PA) program implemented under the authority of the Robert T. Stafford Relief and Emergency Assistance Act, 42 U.S.C. §§ 5152-5206. The State of Louisiana, Division of Administration, Facility Planning and Control (FP&C) is requesting that FEMA provide funds for the repair and partial demolition of the Corral Maintenance Facility, 1 Golf Drive, City Park, New Orleans. When this project is completed, the facilities will be returned to their original use as a maintenance facility for City Park. The regulations at 36 CFR Part 800 require FEMA to identify if properties that are listed in or eligible for listing in the National Register of Historic Places may be affected by the proposed repair and partial demolition of the Corral Maintenance Facility. FEMA must then assess the effect that the proposed project may have on historic properties. Link to PDF document of pictures and maps The Corral Maintenance Facility, also known as the Old Corral, was constructed in 1935 as a stable for the U.S. Army mules that were used in the development of City Park. Its construction was funded by the Works Progress Administration (WPA). FEMA has determined, in consultation with the Louisiana State Historic Preservation Officer (SHPO), that the Corral Maintenance Facility is eligible for listing in the National Register of Historic Places as a contributing building to the National Register-eligible New Orleans City Park Historic District. FEMA has reviewed historic maps of the Area of Potential Effect and has not identified archaeological resources that may be affected by the proposed project. FEMA had initiated Section 106 consultation to seek ways to avoid, minimize, or mitigate adverse effects to historic properties that may result from the repair and partial demolition of the Corral Maintenance Facility. Any member of the public is encouraged to provide views on how the project may affect historic properties and ways that these effects may be avoided, minimized, or mitigated.
