Seeking Public Comment on Proposed Amendment to NHPA1 Agreement for: Recovery School District Demolition of George Washington Carver Middle and High School Cafeteria and George Washington Carver Auditorium Building and Potential Construction of a New School 3059 Higgins Blvd., New Orleans, Louisiana Site of Carver School Complex, 3059 Higgins Blvd., New Orleans, located at arrow, Google Maps 2015 As part of the School Facilities Master Plan, the Recovery School District requested that FEMA provide funds2 to demolish the George Washington Carver Middle and High School Cafeteria and Auditorium Building and to fund the construction of a new school. FEMA entered into an agreement in 2010 to address the effects of the demolition of the Auditorium and Cafeteria, the only two structures on the school campus that were determined eligible for the National Register of Historic Places. The agreement requires FEMA to document the Auditorium and Cafeteria, and when a new school is constructed, install an interpretive display on the people and events that illustrate the history the Carver School. The interpretive display will be a permanent display using quality materials and will be located on the new Carver School campus. Plans for the new Carver School have been redrawn, and this has caused plans for and implementation of the interpretive displays to be delayed. FEMA has completed the documentation and deposited archival copies in the State Library, State Archives, and the University of New Orleans Library. In 2011 the scope of the interpretive display was expanded by the terms of a separate agreement to demolish and replace the Phillis Wheatley Elementary School, 2300 Dumaine St., New Orleans to include information on the 1950s school master plan and the architectural significance of other schools constructed by the Orleans Parish School Board in the 1950s, in particular, the Wheatley School. FEMA proposes to amend its historic preservation agreement regarding the Carver School to incorporate the expanded scope of the interpretive display. In the aftermath of the hurricane, the FEMA is issuing this public notice as part of its responsibilities under the Advisory Council on Historic Preservation's regulations, 36 CFR Part 800, implementing Section 106 of the National Historic Preservation Act of 1966, as amended (NHPA). This notice applies to activities carried out by the Public Assistance (PA) program implemented under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C.§§5152-5206. 2In 2009, FEMA, RSD, Orleans Parish School Board, the Louisiana State Historic Preservation Officer, and the Advisory Council on Historic Preservation entered into a Secondary Programmatic Agreement in order to fulfill FEMA's responsibilities under Section 106 of the NHPA and 36 CFR Part 800 regarding the implementation of the School Facilities Master Plan, which will be funded with assistance from FEMA and other Federal agencies.
