Godzinski, CNO The City of New Orleans (CNO) and the Sewerage and Water Board of New Orleans (SWBNO) submitted a combined Joint Infrastructure Recovery Request (JIRR) to FEMA to provide funds for a City-wide, multi-year program to repair, improve, and replace damage to roads, drainage and subsurface utilities resulting from Hurricane Katrina. FEMA negotiated an Abbreviated Consultation Process (ACP) letter effective on December 17, 2018 to address potential adverse effects and fulfill its responsibilities under Section 106 of the National Historic Preservation Act. City/SWBNO has taken steps to complete the requirements in the ACP letter and is identifying and documenting character defining features within project areas; reviewing plans and specifications for full reconstructions and all projects within National Historic Landmark (NHL) districts or adjacent to individual NHL properties; taken steps to monitor excavations where there is an identified potential for burials, human remains, burial furniture or artifacts, or pre-contact, contact, and colonial era archaeological sites; and follow a protocol for the discovery of human remains. City/SWBNO is providing and updating content about historic properties on the Road Works NOLA website (https://roadwork.nola.gov/projects/). City/SWBNO agreed to complete the following treatment measures: prepare an inventory of historic streetscape and landscape features located within the right-of-way; a historic context statement focusing on the history of the streetscape throughout all listed National Register Historic Places historic districts in the JIRR project areas; a cultural resources context statement to assess previously conducted archaeological fieldwork in Orleans Parish with a focus on pre-contact, contact, and colonial era archaeological sites; a database of identified, tested and mitigated archaeological sites in Orleans Parish; and a public outreach program for archaeology focused on Orleans Parish based on data from the cultural resource context statement and JIRR fieldwork. City/SWBNO documents the status of the treatment measures at semi-annual meetings. NCity/SWBNO assessed the status of the treatment measures and notified FEMA that it is not feasible to complete review drafts by December 17, 2021, the deadline provided in the ACP, and requested an extension until June 30, 2023. Any member of the public is encouraged to provide views on how the extension of this timeline may affect historic properties and ways that these effects may be avoided, minimized, or mitigated.
